3.6 mln sq m of housing commissioned in Kazakhstan in 2011

Astana, October 8, 2011. The Government of Kazakhstan is implementing the Housing Construction Program that provides construction and commissioning 6 mln sq m of housing annually. 3.6 mln sq m of housing was put into service in 8 months of 2011, the press service of the Agency for Construction, Housing and Utilities reported.

The Government has development the Housing Construction Program for 2011-2014 in order to execute the instructions given by the President at the 13th Congress of “Nur Otan” Party.

“I charge the Government to work out a complex of measures to support of housing construction and to stimulate the mortgage. The local executive bodies must ensure construction of affordable housing under the housing savings system,” the President said.

The state measures on housing construction support include mechanisms increasing housing affordability for all layers of society and stimulating the real estate market development in Kazakhstan.

“Totally, 24.3 mln sq m of housing is planned to be commissioned in Kazakhstan in 2011-2014,” Prime Minister Karim Massimov said at the enlarged session of the parliamentary faction of “Nur Otan” Party.

In accordance with the Agency for Construction, Housing and Utilities, KZT 248.2 bln was allocated from all sources for the housing construction in January-August 2011. 3.6 mln sq m of housing was put into service. This is 97.5% to the amount of housing commissioned in 2010. Totally, 29 473 apartments including 14 365 individual houses were commissioned in the country.

Besides, KZT 10 bln was allocated for the construction of rental housing in 2011. 133.4 thousand sq m of housing is planned to be put into service in 2011. To date, 14 thousand sq m or 265 apartments were commissioned.

The system of housing construction savings is upgraded within the implementation of the program as well. KZT 28.8 bln was allocated for construction of the housing under the housing construction savings system in 2011.

In accordance with the data for 8 months of 2011, over 195.5 thousand people have signed agreements on housing construction savings since the opening of JSC “Housing Construction Savings Bank of Kazakhstan”. The amount of savings made KZT 55.3 bln. The biggest number of agreements was signed in Almaty (14.1%) and Astana (9.7%) cities, Aktobe (8.2%) and East Kazakhstan (7.7%) regions.

Besides, over KZT 26 bln was allocated for development of the engineering infrastructure in 2011. 232.2 km of engineering networks were built at the expense of the allocated funds.
