Since its inception, 247 facilities have been registered in the territory of the Special Economic Zone, including: 78 engineering and transport infrastructure facilities, 68 residential buildings, 61 social amenities facilities, 30 administrative buildings, and 10 production facilities. As of today, 136 facilities have been commissioned by working and government commissions’ reports, construction of 111 facilities is underway.

Over the whole period of functioning of SEZ in the country attracted KZT 863.9 billion. As of today, KZT 555 billion of investment have been utilized. There is a tendency for the predominance of the share of private capital in total investment. For today it makes 56,7 % or about 489,5 billion tenge.
Construction operations are carried out by about 85 general contractors and over 600 subcontractor companies. These include 68 domestic companies and 17 foreign ones represented by construction companies from Turkey, Germany, Russia, China, United States, Spain, Slovakia, and Korea.
In all, 20 transport infrastructure facilities are scheduled to be constructed in Astana in 2006-2010, including 4 bridges, 8 traffic interchanges, 8 subways, 2 overpasses, and about 42 kilometres of new roads.
:: Development of the Construction Industry – New Sites and Production Facilities Construction of a number of new facilities was completed in Astana – Research Institute of Emergency Medical Service, a 30,000-seat roofed stadium, Kazakhstan Temir Zholy administrative buildings, a professional technical school for orphans, and a number of other big offices, commercial buildings, service and transport infrastructure facilities.
According to the city akimat, 104 participatory share construction facilities will have been completed by the end of this year, and the remaining 24 in 2010.
Besides, 16 new industrial production facilities were commissioned by the National Capital Day in Kazakhstan.
The total value of all projects exceeds 114 billion tenge. Here are some of them:
Akmola Oblast – development of a large uranium deposit.
Aktyubinsk Oblast – a precalcined chromium pellet production shop and the second line of the facility to concentrate fine-grain ore at Donskoi Ore Mining and Processing Enterprise which is a member of Eurasian Natural Resources Corporation (ENRC).
Atyrau Oblast – a new 25-megawatt turbine at a local thermal power station. Two more turbines are expected to begin operation the next year.
Eastern Kazakhstan Oblast – an expanded polyethylene and heat-shrinking seal and film production line was presented in the Nuclear Technology Park, Kurchatov. Investments in the project totalled 1.16 billion tenge.
Pavlodar Oblast – a plant was commissioned to produce direct-seam pipes with the capacity of 100,000 tons per year. Besides, a hydrogen production facility was commissioned at Pavlodar Petrochemical Plant.
Karaganda Oblast – a new dry process line was commissioned to make cement. On the same day, two more enterprises were commissioned in Karaganda Oblast: Asia Metiz Plant (steel wiring for pretensioned structures) and KazTherm (steel heating radiators).
Zhambyl Oblast – the first phase of the ferroalloy facility upgrade was completed.
Kostanai Oblast – a new metal rolling plant was presented.
Mangyshlak Peninsula – a new smelting plant.
Petropavlovsk – seven lines were commissioned to manufacture building materials.
The President of Kazakhstan welcomed industrial activity in the regions. According to the President, a total of 97 major industrial projects are being implemented in the country. “Most of those facilities are scheduled to be commissioned in 2010-2011. Therefore, the industrialisation programme goes on, and the work will continue,” he assured.
:: Housing Development Kazakhstan is currently implementing the State Programme on Housing Development in Kazakhstan for 2008-2010.
Budget expenses will be as follows:
300.8 billion tenge (in 2008 — 110.3 billion tenge, in 2009 — 102.8 billion tenge, in 2010 — 87.7 billion tenge), including:
design and construction of rent (municipal) housing for those registered in line by the akimats — 21.7 billion tenge (in 2008 — 7.3 billion tenge, in 2009 — 7.2 billion tenge, in 2010 — 7.2 billion tenge);
design, development and improvement of the engineering infrastructure in residential development areas — 90 billion tenge (in 2008—2010 — 30 billion tenge annually);
design, renovations and repairs of the engineering infrastructure — 15 billion tenge (in 2008—2010 — 5 billion tenge annually);
preliminary work in Akmola Oblast to develop Koshchi village as a satellite city of Astana — 6 billion 508 million tenge (in 2008 — 2 billion 169 million tenge, in 2009 — 2 billion 169 million tenge, in 2010 — 2 billion 170 million tenge).
Expected Results
As a result of the Programme implementation:
with the annual rate of commissioning residential houses, a total of 26.1 million sq. m will have been built during three years;
2.1 million sq. m of housing will be built: in 2008 — 0.86 million sq. m, in 2009 — 0.73 million sq. m, in 2010 — 0.51 million sq. m;
in 2008—2010, a total of 363,100 sq. m of rent (municipal) housing (4,320 apartments) will have been built at the cost of the national budget;
construction of rent (municipal) housing will be funded by private investment, with an annual output of least 96,000 sq. m (800 apartments); a total of 17.1 million sq. m of individual houses will be built: in 2008 — 5.3 million sq. m, in 2009 — 5.6 million sq. m, in 2010 — 6.2 million sq. m; residential development areas will be provided with the engineering infrastructure; new jobs will be created for more than 120,000 people.
